HECF Launches Strategic Plan, Monitoring & Evaluation Portal and Annual Business Plan on First Day of New Financial Year

 

The Higher Education Commission Fiji (HECF) marked the commencement of the 2026–2027 financial year by officially launching three key initiatives that will guide the Commission’s strategic direction and performance over the coming years.

The launch, held on the first official day of the new financial year, saw the unveiling of the HECF Strategic Plan 2026–2030, the HECF Monitoring and Evaluation (M&E) Portal, and the Annual Business Plan 2026–2027.

In her keynote address, HECF Chair, Ms Rokobua Naiyaga, described the launch as a significant milestone for the Commission, noting that the timing symbolised HECF’s commitment to purposeful planning and accountabimplementation.

“It is fitting that HECF launches its Strategic Plan 2026–2030 on the very first official day of our new financial year. It sends a powerful message that every dollar we invest, every programme we implement, every decision we make, and every partnership we build from today onwards will be guided by a clear vision and a shared purpose,” Ms Naiyaga said.

She added that the Strategic Plan provides a clear roadmap for the Commission to strengthen Fiji’s higher education sector by promoting quality, innovation, collaboration and sustainable growth.

During the launch, HECF Director, Dr Eci Naisele, presented the new Monitoring and Evaluation Portal, describing it as a transformational step in strengthening organisational performance, accountability and evidence-based decision-making.

“Today, we move from manual reporting to intelligent reporting. We move from scattered information to one trusted source of truth. We move from simply recording activities to measuring impact,” Dr Naisele said.

He explained that the portal is more than a digital reporting platform.

“This portal represents far more than technology. It represents a new culture for HECF—a culture where planning, implementation, monitoring, learning and continuous improvement work together as one integrated system.”

The Monitoring and Evaluation Portal will enable the Commission to monitor key performance indicators in real time, improve organisational reporting, strengthen transparency and support informed decision-making across all divisions.

The launch of the Annual Business Plan 2026–2027 further demonstrated HECF’s commitment to translating its strategic priorities into measurable actions and deliverables for the new financial year.

Together, the Strategic Plan, Monitoring and Evaluation Portal and Annual Business Plan establish a strong foundation for achieving the Commission’s vision while ensuring that resources are effectively utilised to deliver quality outcomes for Fiji’s higher education sector.

The launch marked the beginning of a new chapter for HECF as it continues to strengthen governance, enhance institutional performance and work collaboratively with stakeholders in advancing higher education for the people of Fiji.
